If your HDFC is planning any rehab with NYC financing, you will be required to sign a Regulatory Agreement. If you need tax relief or any HPD assistance in future, you will be required to sign a Regulatory Agreement. If you are a younger HDFC, you probably have a Regulatory Agreement already.
